FZO ranked first in the Monitoring Report on state institutions for 2025

The Health Insurance Fund of the Republic of North Macedonia is ranked first in the Report on the conducted monitoring of state institutions for 2025, prepared by the Agency for the Protection of the Right to Free Access to Public Information, sharing the leading position with the State Audit Office, with the maximum 51 points won.

This result represents a significant step forward for the Fund, especially considering that in 2024 the institution was ranked in 45th place with 24,5 points. In just one year, with the same team, through persistence, dedication and a clear vision, the Fund managed to position itself at the very top.

We extend special thanks for the achieved result to Branko Adzigogov, Irfan Limani, Jovanka Dzundzurovska, as well as to employees from all sectors, who through their engagement contributed to improving the transparency and accountability of the institution.

Controls of salaries in public health institutions (PHIs)

The Health Insurance Fund carried out controls in a total of 26 public health institutions, of which 12 in Skopje and 14 outside Skopje.

Irregularities identified:

Calculation of on-call hours - 11 PHIs
Combining the allowance for shift work and on-call duty - 4 PHIs
Overtime work exceeding 32 hours per month - 2 PHIs
Requested data not submitted (on-call register, additional activity) - 8 PHIs
Payment of an award/bonus (10 %) - 2 PHIs
Other irregularities - 4 PHIs

Controls in emergency medical care (EMC) and home care institutions

Controls were carried out in 37 health institutions, of which:

29 outside Skopje
8 in the Skopje area (part of PHI Health Centre Skopje)

Results of the controls:

Regular findings: 23 institutions
(17 outside Skopje, 6 in Skopje)
Irregular findings: 14 institutions
(12 outside Skopje, 2 in Skopje)

Most common problems identified:

Lack of appropriate decisions or consents from the Ministry of Health and FZO for valid price lists and charging for services - 7 PHIs
Incorrect invoicing of teams in on-call and emergency services - 2 PHIs
Charging for services that are not subject to charging under valid regulations - 2 PHIs
Problems with therapy, materials or mandatory ampoule therapy - 1 PHI
Use of outdated price lists - 2 PHIs
Closed service due to lack of staff - 1 PHI
Other identified irregularities - 4 PHIs

Institutions with identified irregularities have been given a period of two months for their complete removal.
