The Fund and the Ministry of Social Policy have provided a transitional solution: persons with disabilities will exercise the right to exemption from co-payment through the “My Insurance” system

The Health Insurance Fund informs the public that, in coordination with the Ministry of Social Policy, Demography and Youth, a transitional solution for recording the right to exemption from payment of co-payment for persons with disabilitieshas been established, in order to ensure the uninterrupted exercise of their rights under health insurance.

In accordance with the established system, data on persons with disabilities who are exempt from payment of co-payment should be submitted electronically from the system of the Ministry of Social Policy, Demography and Youth and automatically recorded in the Fund’s electronic system.

However, due to the current technical inability for these data to be submitted electronically from the Ministry’s system to the Fund’s system, although the Fund’s system is fully prepared to receive them, a transitional administrative solutionhas been established through inter-institutional coordination, in order to ensure that the rights of persons with disabilities are not called into question.

To that end, persons with disabilities will receive a decision on exemption from payment of co-paymentissued by the Ministry of Social Policy, Demography and Youth, that is, by the competent Centres for Social Work, stating the basis for the exemption.

The decision issued by the competent Centres for Social Work is submitted by insured persons to the regional office of the Health Insurance Fund according to their place of residence, that is, to one of the Fund’s regional offices, after which the authorised officials immediately record the data in the Fund’s electronic system.

By entering the data, the exemption from payment of co-payment automatically becomes visible in the electronic “My Insurance” system, to which all public and private health institutions and pharmacies have access.

The record in the “My Insurance” system constitutes the official basis for action by health institutions and pharmacies, which have full insight into the system and are obliged to act in accordance with the electronic record.

This transitional solution will remain in operation until the Ministry of Social Policy, Demography and Youth is able to submit the data on persons with disabilities electronically to the Fund’s system, whereby they will be automatically recorded in the “My Insurance” system.

The Health Insurance Fund remains committed to improving access to health care and ensuring the uninterrupted and dignified exercise of the rights of all insured persons.
